Mentoring/Moving from an Initial License to a Continuing License

Initial Licensees

Introduction

Pursuant to 14 Del.C. §1210(c), all initial licensees must complete Delaware’s three year mentoring program. Educators who fulfill the program requirements, including the completion and submission of all required documentation, and who receive no more than one unsatisfactory evaluation during the period of initial licensure, will be moved to continuing licenses upon the expiration of their initial licenses.

Program Overview

For initial licensees, the three year program comprises the following four cycles:

Cycle One: Will focus on Classroom Environment using the PATHWISE™ Framework Induction Program (see ETS/Pathwise). Each participating educator will be provided with a mentor. Mentors and mentees (also known as protégés) are matched by the district or charter school. Every effort is made to assign a new educator a mentor who is in the educator’s building and field. In the case of specialists, field is prioritized over other criteria.

Cycle Two: Will focus on Preparation and Planning using the PATHWISE™ Framework Induction Program (see ETS/Pathwise). Like cycle one, will involve mentor-mentee interaction.

Cycle Three: Will focus on Assessment using Assessment for Learning (Stiggins et al.) curriculum.

Cycle Four: Will focus on Reflection/Professional Growth. Educators will formulate a professional growth plan, which will enable educators to begin the clock hour requirement of the continuing license (see clock hours) with a strategy for achieving their individual goals firmly in place.

Documentation/Processing

Educators should submit all mentoring-related documentation (see forms below) to their district site coordinator. Site coordinators will enter the information into the Delaware Educator Data System (DEEDS), making it accessible to the district personnel offices. The district personnel offices will submit a list of educators who are eligible to be transitioned to continuing licenses to the Department, which will in turn issue the continuing licenses. Educators do not need to contact the Department to request that they be transitioned to the continuing license. Questions regarding mentoring activities, submission of documentation, etc. should be directed to the lead mentor/site coordinator.

Educators will be considered fully licensed/certified while their documentation for their new licenses is being processed.

Continuing Licensees

Educators who are new to the State of Delaware and received a continuing license upon evaluation are required to complete an alternate version of the mentoring program pursuant to 14 Del.C. §1210(c). This program will involve attending three state workshops offered in the educator’s district. These workshops focus on Delaware-specific requirements and systems by addressing the following three topics: 1) Student Standards, Testing, and Accountability; 2) Teacher Standards and Enhancing Professional Practice: A Framework for Teaching (Danielson); and 3) Professional Responsibilities. Documentation of attendance should be coordinated through the district site coordinator.

Advanced Licensees

Educators who are new to the State of Delaware and hold advanced licensure/National Board certification (see National Board) are encouraged to attend the new-to-the-state workshops (see continuing licensees above) but are not required to do so.
