Holders of Out-of-State Credentials (Reciprocity)

Holders of Licensure/Certification in Another U.S. State

Educators who hold a full and current license/certificate in another U.S. state (including District of Colombia, Guam, and Puerto Rico*) will receive a comparable license/certificate upon applying for licensure/certification in Delaware. Such educators should follow the same application procedures as other candidates, the only exception being that out-of-state educators who hold full and current licensure/certification do not have to meet the Praxis I testing requirement for licensure. Please keep in mind that each applicant will be evaluated on an individual basis. In particular, out-of-state educators who hold expired, emergency, limited standard, temporary, or otherwise restricted licenses/certificates—different states may have different terms for these categories of licensure/certification—are not automatically entitled to a standard license/certificate due to reciprocity and will have to meet Delaware's testing requirement (see testing).

*Asterisk indicates that holders of non-English language credentials must have these credentials translated into English by an independent credentialing agency prior to submitting them to the Department. The complete course-by-course evaluation required of non-U.S. applicants is not required. For a list of independent credentialing agencies, click here.

Holders of Non-U.S. Licensure/Certification

With the exception of individuals who hold full and current licensure/certification in another U.S. state (see above), holders of non-U.S. credentials, including transcripts, must fulfill all Delaware licensure/certification requirements, including the Praxis I testing requirement. In addition, credentials/transcripts issued by other countries must be evaluated by an independent credentialing agency as part of Delaware's licensure/certification application process (see non-U.S.).

Delaware Licensed/Certified Educators Wishing to Relocate

Delaware-licensed/certified educators who are relocating to another state or country should contact the Department of Education (or similar government body) in that state or country to determine the state or country’s reciprocity policy.
